Colonel Lelievre, Secretary General of the Paris Defense and Safety Zone

A senior officer within the territorial fire brigade and Secretary General of the Paris Defense and Safety Zone (SGZDSP) at the Prefecture of Police, Colonel Frédéric Lelievre is presently the chief of the ANTICIPATION department.

After completing university studies in public law, he applied for and was admitted into the fire brigade officers corps. For ten years, he held various positions within the Departmental Fire and Emergency Service of the Yvelines, namely Task Officer overseeing the development of the Departmental Scheme for Risk Analysis and Coverage, Task Officer to the Mission Director, Human resource Manager, and Company Chief for five fire and emergency centers.

In 2004, he was employed by the State of France within the Paris Defense and Safety Zone as Fire Brigade Bureau Chief overseeing the operational coordination of the Paris Fire Brigade and of four Fire and Emergency Service centers throughout the greater Paris area. Subsequently and from 2011 to 2014, he was chief of the unit for the protection of civilian populations. In February 2014, he was appointed chief of the ANTICIPATION department which comprises three bureaus: Planning, Fire and Emergency Services and Civil Protection Associations. The Planning Bureau implements the various General and Specific Provisions of the Civil Protection Response Organization (ORSEC). ORSEC provides a framework for efforts aimed at preventing and mitigating major flood risks in the Ile-de-France region.
